 Appointment of a Backward Classes Commission:

The first step towards amelioration of Backward Classes was taken up in Andhra Pradesh in 1968 with the appointment of a Backward Classes Commission under the chairmanship of Sri Anantharaman, I.A.S., (Retd.) to prepare a list of Socially and Educationally Backward Classes in the State and to suggest other measures for their welfare and development. On the recommendations of the said Commission, 93 communities have been listed as Socially and Educationally Backward Classes vide G.O. Ms. No, 1793, Education Department, Dated. 23-09-1970. In this list, the 93 communities have been divided into four Groups viz., Group– A, B, C and D.

Establishment of a Separate Directorate for Backward Classes:

A new Directorate of Backward Classes Welfare was carved out of the Directorate of Social Welfare in the year 1975 vide G.O.Ms.No.561, Employment and Social Welfare (A) Dept., 01-07-1975.

Establishment of a Separate Department for Backward Classes at Secretariat Level:

A new Department for Backward Classes Welfare at Secretariat level was created in 1994 vide G.O.Ms.No.72, Gen. Admn. (AR & T DESK) Dept., 22-02-1994.

Establishment of Commission for Backward Classes:

A commission for Backward Classes called A.P. Commission for Backward Classeswas constituted in the year 1994as per Act 20 of 1993.  The term of the last BC Commission ended on 24-09-2011.

Provision of Reservation in Education and Employment:

After bifurcation of the State at present, totally there are 113 communitieslisted as Backward Classes in the State of Telangana and they are divided into five Groups viz., Group A, B, C, D and E. 

The total percentage of reservation provided to Backward Classes in Education and Employment is 29%. The breakup of reservation earmarked to different Groups is given below:

Provision of Reservation in Local Bodies:

The percentage of reservation provided to Backward Classes in Local Bodies is 34%. Unlike reservation in Education and Employment, the reservation in Local Bodies is not divided among BC Groups i.e. (A,B,C,D and E). All BC Communities are treated as one Unit for the purpose of reservation in Local Bodies.

Establishment of Telangana BC Co-operative Finance Corporation Limited:

For the purpose of taking care of economic upliftment of the people of Backward Classes schemes who are living below the Poverty Line in the State, a separate BC Co-operative Finance Corporation Limited was established in the year 1974. Pursuant to the AP Reorganization Act, 2014 AP BCCFC has been bifurcated into two entities and TSBCCFC Ltd. has been creation for the State of Telangana with 10 District BC Finance Corporations under Co-operative Societies Act w.e.f. 02-06-2014.

Establishment of Federations: 

        For the purpose of uplifting certain specific communities among the Backward Classes, eleven Federations were established under the control of BC Welfare Department. They are meant for (1) Washermen,(2) Nayee Brahmins,  (3) Vadderas, (4) Sagara / Uppara, (5) Valmiki / Boya,            (6) Krishna Balija, Poosala (7) Bhatraja, (8)  Medara (9) Viswabrahmins,    (10) Kummari Shalivahana and (11) Toddy tappers Co-Operative Finance corporation
